"In history, Major is not a towering figure like Churchill or Gladstone, nor even a significant new departure such as Attlee, Lloyd George or Mrs Thatcher. On the other hand, he was not a failure like Balfour or Eden, not a footnote in the Party's evolution like Bonar Law or Home. If circumstances had been different, Major might have been a Baldwin, presiding over a new deal between Party and mass electorate. His place, nevertheless, in a league table (on which his Government was so keen), and when considering the opportunity open to a leader in 1990, would be in the second quartile from the top."
