PRIME MINISTER:

The best crime prevention actually lies in the conscience of the individual, the belief instilled in them at a very young age that criminality is wrong and that other people's property is not theirs and to instil in them the sort of behaviour that most people accept as normal but that all too many people these days don't readily accept.
